This has been covered a few times and I'm pretty sure the legal height for the hitch is 450mm from the ground, hence the reason you have seen both options.

Well my hitch was at the bottom of my drawbar could not tow it with my patrol , [patrol has six inch lift fully eng] so the fix was to put a new plate on the top of the drawbar , must say that my welding looks and is far better than the stuff jayco put on it , as for being legal its more a case of fit for purpose , australian standards are not law just guidlines .
