Sorry about the out of focus photo but I took this near Airily Beach on a Victorian retested backpacker van. the bike rack has been welded to the tow bar where the tounge bolts on. The square of the bike rack is square cut and just touches on the top side and a bead of weld run along. It was pretty sagged with two bikes but not sure for how long.
